	Damien Helly Visiting professor, College of Europe Damien Helly has been a specialist on the cultural dimensions of the external action of the European Union since 2006, which saw his first collaboration with Palmer/Rae Associates. He worked from 2008 to 2012 at the European Union Institute for Security Studies (EUISS), where he coordinated and participated in the work on sub-Saharan Africa-Europe relations and security and defence policy.
