Damien Helly

                                Damien
                                        Helly has been a specialist on the cultural dimensions of the external action of
                                        the European Union since 2006, which saw his first collaboration with Palmer/Rae
                                        Associates. He worked from 2008 to 2012 at the European Union Institute for
                                        Security Studies (EUISS), where he coordinated and participated in the work on
                                        sub-Saharan Africa-Europe relations and security and defence policy. His
                                        research activities included conflict prevention and crisis management, and
                                        links between security, development and governance.
                                         
                                        Before joining the EUISS, M. Helly was senior analyst and head of the
                                        International Crisis Group office in Port-au-Prince, Haiti (2006-2007). He also
                                        managed the Crisis Group’s regional South Caucasus office as project director in
                                        2003-2004, before working as a consultant on Moldova/Transdniestria for the same
                                        organisation. In 2005-2006, he opened and ran Saferworld’s EU and advocacy
                                        office in Brussels.
                                         
                                        Damien Helly holds a PhD in political science from Sciences Po, Paris.
